[tz] [PATCH 3/4] Adjust to iana.org distribution method.

* README, tz-link.htm: Mention ftp.iana.org instead of munnari.oz.au.
Suggest --retr-symlinks, since iana.org has symlinks to latest.
* README: Add a title line.
