[tz] Idea for internationalized time point unique time zone abbreviations

Why does the user even see the TZid?  I'm curious as to the reasoning
behind this design decision.  In FreeBSD, the only reason a user has
to know about TZids is if they want to explicitly invoke a timezone
other than the system default from the shell.
