I think the explanation in ADO's note makes it clear: "will not be observed... during Ramadan" is an incomplete specification.

I've attached an updated proposed change for Morocco; the tabs-mangled-by-Gmail version appears below.
The differences are against 2012b.

In Morocco DST will not be observed during the month of Ramadan.
This will happen approximately from 2012-7-20 to  2012-8-18.
See my posting from a couple of days ago (Mar 16).
Your TZ update does not reflect this situation.
Any reason why?
