[tz] Notification of new releases only

I've quickly hacked together a feed using Yahoo Pipes that scrapes the http://www.iana.org/time-zones website:

http://pipes.yahoo.com/pipes/pipe.info?_id=48419402cafd8f112ff12c58d27a986f

You can subscribe to it using an RSS reader, or (under "more options") have new entries emailed to you.
