"From 2:00 am October 30, 2011 is proposed to transfer Primorsky Krai
and the Republic of Sakha (Yakutia) for the seventh time zone (plus 6
hours to Moscow time), and the Irkutsk region - the fifth time zone
(plus 4 hours to Moscow time). Today in these regions, the difference
in time to Moscow more than one hour."
