[tz] Rerun of changes for Russia

A second rerun, this time for the "europe" and "zone.tab" files to reflect
Russian time zone changes in 2011.
Again, provided both as an attachment and with tabs mangled below.
Again, these have been adjusted to be relative to tz2012j.
