[tz] Ambiguous abbreviations for Australian timezones when daylight savings is in affect

And, once we've reverted it, *then* we refuse to change it, unless there's an overwhelming amount of evidence that circumstances have changed and the correct choice of abbreviations is now different.

If it turns out that there's going to be a pile of screaming no matter *what* abbreviations are chosen, my inclination would be to replace all controversial abbreviations with the abbreviation for "Standard Time For Users".
