[tz] Proposal to change Macquarie Island to be Australian territory

Thanks, here's a proposed patch to implement the fix.
Like the other patch I sent out just now, this patch is published
in the unofficial github repository.

Subject: [PATCH] Macquarie Island is politically part of Australia, not
Antarctica.
This doesn't affect time stamps, just zone selection.
Problem reported by Tobias Conradi in

* antarctica (AusAQ, ATAQ): Remove; no longer needed.
* australasia (Antarctica/Macquarie): Move here from
the 'antarctica' file. Use Aus and AT rather than
AusAQ and ATAQ.
* zone.tab (Antarctica/Macquarie): Country code AU, not AQ.
