There is no "system", only _coincidence_

You don't seem to recognize that a coincidence can happen and not mean
that future usage should be constrained to match what coincidentally
happened in the past. No-one is relying on "D" always to mean exactly
1:00 any more than they are relying on "S" to mean standard or daylight
savings itself [i.e. isdst=1] to mean 1:00. (The latter is actually the
