The 1884 International Meridian Conference rejected the notion of
creating time zones.  They considered the existing schemes and other
proposals and then limited themselves to choosing the Prime Meridian
and the Universal Day measured from there.  They explicitly left any
other local or standard times to local jurisdictions.
