[tz] [PATCH] Updates for Chile 2013

I echo this ETA request. 

We need to get this patch installed next week. Or at least before 8 March 
2013, when all non-patched systems will "fall" back.

We also need to let other teams have time to create patches (Apache, PHP, 
Java, Oracle, etc).
