Thanks for your response. I can understand your position.

We have done some 'hard coded' changes in our application and obviously that
is not the best way.

At the same time, it would be better (obviously if possible) to contact
Moroccan Government at IANA level and appraise them about the impact of such
last minutes changes to DST interruption / suspension. It would be better to
suggest Moroccan Government to apply such DST interruption to start on
Sunday prior to start of Ramadan and to end on Sunday after Ramadan Eid and
that too as a rule. This is what precisely they have done now.

The changes are in Paul's experimental git-hub repository, but haven't been
published in an official release yet.  Even when it is released, I guess
it's a bit too short notice for most systems to be updated in time for the
start of suspension of DST.
