[tz] Ambiguous abbreviations for Australian timezones when daylight savings is in affect

Distinguishing between /different/ offsets within one country can be
done by different sets of abbreviations.

If there is forever one Australian X that uses one set and one
Australian Y that uses another, then your "requirement" would lead to
never have one set provided by the IANA tzdb.

Making the DB less usable for any Australian that otherwise would use
it to differentiate between any two offsets by the abbreviation.
