The change in Paraguay is now final. Decree number 10780
(http://www.presidencia.gov.py/uploads/pdf/presidencia-3b86ff4b691c79d4f5927ca964922ec74772ce857c02ca054a52a37b49afc7fb.pdf)
reads in its main part:
"It is hereby established that from the fourth Sunday of March of this
year, the official time should be set back 60 minutes, and on the
first Sunday of October the official time should be set forward 60
minutes, in all the territory of the Paraguayan Republic"
Prior decrees (3958/2010 and 1867/2004) are repealed.
The new rule should read:
Rule Para 2013 max - Mar >=22 0:00 0 -
