I do agree that CLDR should be who actually maintains the names, but I
do think tzcode should provide reference code for _using_ them from C,
possibly including a tool to convert them to a non-XML format (which
should probably be packaged in CLDR's tools, rather than in tzcode -
this might need some coordination between the two projects)

Likely the metazone name would live inside the tz file, and the
localized names would exist outside of it.
