[tz] History of zone name changes

You do realize that both the old and the new names remain in the shipping product, and the fact that one is an alias is only visible in the source files? So the only people who know that the status of a zone changed are people who read the TZ source files, which is basically the people on this mailing list.

E.g.:

$ ls -l /usr/share/zoneinfo/Asia/Ula*
-rw-r--r--  1 root  wheel  321 Mar 21 13:04 /usr/share/zoneinfo/Asia/Ulaanbaatar
-rw-r--r--  1 root  wheel  321 Mar 21 13:04 /usr/share/zoneinfo/Asia/Ulan_Bator

I honestly don’t care if we introduce an Asia/Tel_Aviv alias. I’m just not sure what you think it’s going to accomplish.
