[tz] Time zone in the news

An amusing opinion piece opposing DST appeared in
Friday's Wall Street Journal.  Amusing, because it's
entirely based on a misconception.  It starts like this:

  Every November, a great theft is perpetrated
  against hundreds of millions of innocent people.
  They are robbed of an hour of afternoon sunlight
  by the government decree known as daylight-saving time.

In other words, the author mistakenly thinks that
daylight saving time occurs in the winter, and that
standard time occurs in the summer.  The writer claims
to be opposed to DST, but is actually arguing for
year-round DST.

Despite being hopelessly confused about DST, the author
was nice enough to grab our Robertson Davies quote,
presumably from the commentary in the tz database
either directly or indirectly.  It doesn't get any
better than Davies.
