Yes and no.  It does conform to the zic documentation,
and zic works if you specify rules like that, but given
what we've discovered with the 2013g rules for Morocco
it appears that it's trouble for other applications and it
most likely indicates a mistake of some sort in the data,
which suggests that tzdata files shouldn't use this feature.
