[tz] Acre, Brazil time zone change passed in Senate, waiting for President

Thanks for the heads-up.  I guess we'll need another tz release soon.
Here's a proposed patch, which guesses that western Amazonas will
switch at the same time as Acre, and which I've pushed to the
experimental repository on github.
