[tz] Getting close to new release: testing, testing, ...

FYI, someone previously did all the work to import the full tzdata history
into a GitHub repo with all releases tagged, but it stops at a certain
point in time in 2011:
https://github.com/valodzka/tzdata

The nice thing about preserving complete history like this is that it
allows you to view the blame for each data file and see exactly when each
line in the file last changed by tzdata release tag:
https://github.com/valodzka/tzdata/blame/master/northamerica

If an "official" repo is ever created, these features are very useful.
