[tz] Getting close to new release: testing, testing, ...

Well I've taken a step on ...

In theory I should be able to match the actual releases to versions in that 
repo. It's probably obvious to in some workflows, but why is the Makefile 
included in the data? There are 269 commits to the Makefile and 1165 relating to 
the raw data. ( There were less until I corrected the spelling of a couple of 
file names ;) )

I've included it in the repo simply because it is present in what I'm trying to 
sync with, but I'm not quite sure how to 'retrospectively' tag versions with 
their release number.

Now just need to remember how to do that in-line.
