[tz] Pulling the data apart ...

If people would like to argue with Tobias Conradi on his separate tzdb
mailing list or reply to his private replies to people on this list, well,
I suppose everyone needs a hobby.  But could people please not cc
tz at iana.org on all of these discussions with him?

For those who may not be aware of the history here, he was banned from the
mailing list after an extended period of refusing to ever let anyone have
the last word about anything ever (which then descended into other
ugliness).  None of his messages are accepted by the list.  However, he
continues to send private replies to people with the list cc'd so that, if
that person sends a wide reply, both their message and his message
(quoted) go back to the list.  This has the effect of letting him bypass
the mailing list ban.

I don't think anyone else was confused about the meaning of "separator,"
or needed multiple email messages to clarify it.
