[tz] Morocco not ending DST tonight - instead extending by one month

Thanks, here's a proposed patch to implement this,
which I've pushed to the experimental version on github.

I'd like to release a new version very soon, since
the tz database is currently incorrect for Morocco.
(I wish they'd give more notice!)
