[tz] 2011-09-17 reported Siberia bug

People spend a lot of time on talking about pre-1970 data and the IANA
time zone database maintainer on reshuffling it.

At the same time post-1970 data is reported to be false.

People are silent about this for months and the IANA time zone
database maintainer doesn't fix it.
