[tz] Follow up to post earlier

Thanks, I think the old data for Guernsey, Jersey and the Isle of Man 
are prime candidates for the new out-of-scope file I've been drafting, 
and I'll add it to that.  I fixed the broken links with the attached 
patch in the experimental version.
