[tz] 'date -u' should say "UTC", not "GMT"

Regarding that page you might want to add a note about the 1972 change to
UTC in the time signals from the RGO. They still referred to their
official time scale after this change as GMT. So it is wrong to say that
GMT does not now and has never had leap seconds.
