[tz] [PATCH] A few more fixes related to AEST/AEDT etc. (Thanks to Tim Parenti.)

I was just about to ping you about getting this moving again ahead of
October…

I see you got a lot of this commit from my timparenti:australia-AxDT
<https://github.com/timparenti/tz-experimental/tree/australia-AxDT> branch
(which I was preparing to ping you about).  Almost all remaining
differences are immaterial, but attached is a proposed patch for some minor
straggling issues I see in commentary.

Paul, thanks for your patience as this issue has been hashed rehashed over
the last couple decades.  Thanks for not simply caving to popular pressure,
but for doing due diligence to build a stronger case for this much-needed
and much-welcomed change.  Indeed, I think tz itself was a cause of a lot
of the confusion.
