This has already been discussed.
It was a transition from h4e to h3e, or from h3e to h2e.

This kind of transition is the shifting of a timezone towards the west. 
It is done with the addition of an extra hour. This is why the text is 
as you correctly quote: "with the addition of one hour"

That it was in fact h4e to h3e was not derived from this docoment, but 
from its logical combination with the documents following upon it.

And from the fact that Kiev was on DST since end of March 1990, like 
most of the Soviet Union.

The document describes a change of standard time WHILE DST WAS IN FORCE.
