[tz] Asia rules change

Hi there!

I'm agree with this comment in asia rules file:

It's real that Jordan makes transition to DST on last Friday of march. For this reason I've changed 2 rules

Rule       Jordan   2000      2001      -              Mar        lastThu  0:00s     1:00       S
Rule       Jordan   2014      max       -              Mar        lastThu  24:00     1:00       S

To

Rule       Jordan   2000      2001      -              Mar        lastFri    0:00s     1:00       S
Rule       Jordan   2014      max       -              Mar        lastFri    24:00     1:00       S

I'va attached my copy of changed file.
