Is this change part of 2014i that was announced yesterday? 
It seems to apply this week-end, and I did not see it in the notes.

Given the fluidity of the situation and the difficulty of keeping up with what is actually happening on the ground, it may be better for those who prefer Moscow time to use TZ='Europe/Moscow'.  That would resemble what has been done with Transnistria, which has worked reasonably well.
