[tz] Brazil considering delay to end of DST

The government of Brazil is considering ending daylight saving time later than 
planned.  Currently DST is scheduled to end February 22 at 00:00 local time. 
This may be delayed by a month.  A decision is planned by February 12.

Brazil is getting less rain than expected -- their January was the driest in 85 
years -- and hydroelectric plants produce most of Brazil's electricity.  The 
hope is that daylight saving time will lower power consumption peaks, making 
power blackouts less likely.
