[tz] [Announce] C++11 / C++14 IANA Time Zone Database Parser

It is still very early in its development process.  It has only been tested on OS X 10.10.4.  It requires at least C++11, and prefers C++14.  Contributions to making it more portable to reasonable C++11 and beyond platforms are welcomed.
