[tz] Proposal: validation text file with releases

In fact, I've only just realized that there's no reason I need to use zdump
here - as the output file format from zic is clearly documented, I can just
consume that directly.
That should make things a lot simpler (from my C#-oriented perspective, of
course - changes to zdump may well still be appropriate...)
