[tz] Morocco DST Interruption during Ramadan 2015

Thanks, attached is a further patch to reference the official 
announcement in our commentary.  I don't expect Morocco to change its 
mind again at the last minute, as Egypt did this year, so I'm thinking 
we should release a new version sooner rather than later.
