[tz] America/Santa_Isabel

Does anyone know why America/Santa_Isabel was chosen to represent the portion of Baja California (Mexico) that follows Mexican DST rules?
Santa Isabel is just as close to the US border as Tijuana and Mexicali, which are in the America/Tijuana zone.
According to Wikipedia ( https://en.wikipedia.org/wiki/Baja_California )
"Over 75% of the population lives in the capital city, Mexicali, in Ensenada, or in Tijuana. Other important cities include San Felipe, Rosarito and Tecate."
Of those, it would seem Ensenda and San Felipe would be the only cities not near the US border, and my understanding is that Ensenada follows the US rules.
Wouldn't then America/San_Felipe be a better choice?
