* NEWS: Document this.
* asia (RussiaAsia): Copy new Russia rules, except
extend by a year to 2011 since Armenia needs that.
(Asia/Yerevan): Change 2012 transition date from
effective to legal date. It is a no-change transition, and we
might as well document the legal date.
(Asia/Almaty, Asia/Qyzylorda, Asia/Aqtobe, Asia/Aqtau, Asia/Oral):
Adjust 1992-2005 transitions based on Stepan Golosunov’s comments.
* europe (Russia): Remove special case for 1992.
