It was partly to reduce the possibility of a typo, where the Zone line 
didn't match the Rule line. (That typo hit us anyway, alas, for a 
different reason.) More generally, the idea is to use "lastSun" when the 
legislation says "last Sunday", and to use "27" when it says "27". It's 
not a big deal either way.
