[tz] [PROPOSED] Remove invented North American abbreviations

* northamerica (America/Anchorage): Use AST/AWT/APT instead
of CAT/CAWT/CADT for time stamps before 1968.
(Belize, America/Belize, DR, America/Santo_Domingo, America/Miquelon):
Use numeric time zone abbreviations instead of invented one.
