On February 10, 2016 Astrakhan Oblast got approval by the Federation 
Council to change its time zone to UTC+4 (from current UTC+3 Moscow time).

Probably will be sign by the President in the next few days.



Sakhalin Oblast is probably will be next- as of now in Phase 2 (first 
reading by the State Duma).



Rest 4 regions (Magadan Oblast, Ulyanovsk Oblast, Altai republic / Gorno-
Altaysk and Altai Krai / Barnaul) are at Phase 1 (introduced to the State 
Duma Council).



Updated table (as of Feb 12, 2016) for all current regions in Russia that 
have submitted bills proposing changes to their time zones can be found on
