The former makes sense, but the latter would be more confusing than helpful, as 
the tz system assumes that the system clock uses Universal Time and the benefit 
of reminding the user here that this is merely an assumption seems considerably 
smaller than the cost of the added confusion. I installed the attached patch to 
address the former issue.
