Agreed.  I took a look through and there thankfully weren't too many cases like this.  In the attached patch 0001, I left the few cases where 00:01 is almost definitely correct, like the StJohns and Moncton rules; but removed the others.  Feel free to apply it, or not, if people have strong feelings either way.

The attached patch 0002 just rearranges NEWS items a bit, to be more consistent with future / past-and-future / past.

Subject: Remove 00:01 where likely spurious.

These transitions more likely occurred at 00:00, and any 00:01 appearing
in references was likely for the purposes of clarification only.

* africa (Africa/Algiers): Adjust introduction of Paris Mean Time on
1891-03-15.
* australasia (Aus): Adjust start time of daylight saving on 1917-01-01.
* europe (Europe/Athens): Adjust end time of Athens Mean Time on
1916-07-28.
(Europe/Paris): Adjust start and end times of Paris Mean Time on
1891-03-15 and 1911-03-11.
* northamerica (America/Phoenix): Adjust suspensions of observance of
War Time from 1944-01-01 to -04-01, and again from 1944-10-01.
* backzone (America/Dominica, America/Montserrat): Adjust introduction
of standard time on 1911-07-01.
* NEWS: Document this.
