[tz] Request regarding IANA update for Novosibirsk Time Zone

Hi Shruthi.

I see you're from Cisco which is our customer, so if you're using RHEL, I'd 
like to add that the updated version which Paul mentioned is 2016f and it 
has been released via RHEA 2016:1388[*] on Jul 6th.

If there are any problems with updating, please report them via appropriate 
support channels.

- I am replying on-list to encourage others not to be silent about possible 
problems, I believe this adds to the recent discussion that the changes 
really need to be announced more in advance to be sure everyone gets 
correct data in time.
