The bill for Novosibirsk is here:

It has passed the first reading in the State Duma.  It needs to pass a second reading, then pass the Federation Council, then be signed into law by the President.  Even if this all passes, it's possible the effective date will change along the way.

The last area to change time zones like this was the Tomsk region.  You can see the completed process here (which Novosibirsk should follow similar process):
