Hello.

Today Russian Duma has approved in 1st read (of 3) Law project
№1058438-6 that will move Saratov region to UTC+4.

Preliminary date of change is November 27, 2016.

As I think new timezone "Europe/Saratov" should be created in tzdata.

I will inform you as soon as President will approve Law project.
