The bill moving Saratov oblast to the third time zone (UTC+4) was
approved today in the second and third readings.  The texts on
http://asozd2.duma.gov.ru/main.nsf/(Spravka)?OpenAgent&RN=1083558-6
have transition on 2016-12-04 at 2:00 since yesterday.  The bill still
needs to be approved by the Federation Council (or ignored by it for
14 days), signed by the President and published to become a law.
The bill is currently listed on the preliminary agenda for 2016-11-16
meeting of the Federation Council at
