[tz] Regarding Turkey DST change

The change for Turkey was made in
https://github.com/eggert/tz/commit/3e31dbe52b8730ed762880e88bf4c68ac00b8cc3,
and has been reflected in versions since 2016g, which was released on 13
September 2016.
