[tz] Palestine Summer Time wrong ending date

Hi,

Regarding Palestine end of summer time (Asia/Gaza + Asia/Hebron), the
current tz database shows that summer time will end on Oct 20th 2016,

However the Palestinian cabinet decision ( Mar 8th 2016) published on
http://www.palestinecabinet.gov.ps/WebSite/Upload/Decree/GOV_17/16032016134830.pdf
states that summer time will end on Oct 29th at 01:00 .

There has been no recent updates from the government in this regard, I
suggest to correct the end date accordingly.
