[tz] 2016g tagged but not released

GitHub creates a tarball for every tag. See 
https://github.com/eggert/tz/releases

That said, I'd feel a lot better about using this if it wasn't referred to 
on the TZ page at ftp://ftp.iana.org/tz/tz-link.html as "an unofficial 
development repository". In fact, it'd be nice in general if this project 
was more like every other project in having an _official_ public repo and 
a website that wasn't just an HTML page served via FTP.
