The tz names are in the English language, and the most common usage in 
English for the city is "Kiev". It is like the tz name Europe/Rome, 
where the city is named "Roma" in Italian and "Rome" in English. That 
is, Kiev is one of the few special cities in the world with a different 
name in English than in its inhabitants' language. For more details,

which (among other things) says that Kiev is also called "Kænugarður"!
