[tz] [PROPOSED 3/3] Move Pacific/Johnston to 'backward'

[Paul Eggert]

Johnston is now uninhabited, and is in the same category as Baker,
Howland, Jarvis, and Palmyra.  Move its link to the 'backward' file.
